Go to Ku de ta( hipe bar), in Semyniak ( it's the oberoi street) which is very well known and then go straight onto the beach. It breaks about 150 metres off shore (and can also close about 150 meters...).
paddle straight out in one of the two channels. But wait for a break in the sets for the first section of the paddle as it is really sucky and hard to get out with waves.

Its a nice spot which is very easy to find and you will always have spectators.
General
there is a nice vibe in the water and it is a really easy spot but if you get too close to shore when it breaks you get smashed.

I just recently got back from bali in march. aswell as surfing nusa dua we surfed seminyak and on the right day you can get solid chest to head high with a relatively long ride.

yep, i agree...
... if you know when and how it works - or at least know some local who does. beachbreak might be nasty. "party and drinks at the bar": not really the surfer hang-out.

got to be there at the right time
the wave isn't so bad at all. If you manage to get it right. In the morning or in the evening when there's no wind and the swell direction is right, you can catch really long rides both lefts and rights
