It was flat the day my wife and I were there last February. The good news was if there were waves there was hardly any shore-ice (for February I'd say that's rare). This west side of the breakwater would work best on a strong sustained NE wind....the east side of the breakwater a strong NW, WNW. This is a park with lifeguards likely in the summer. Best time of year is Autumn with relatively warmer water and colder air masses plowing through the lakes.

Atmosphere
Beautiful area, with wineries to the south (FingerLakes Region). Check the GLCFS Wave Model if you happen to be in this area. If you start seeing the lighter blues into the yellow/greens, you'll likely have surf. It ain't the ocean, but then again how cool is it to surf on a lake!

It was only toe high when I was there, however the setup has potential. I gave this 2 stars, but I'm sure somebody at sometime or another has either caught it better or worse. Hope to surf it at some point to provide a better rating. I imagine there can be some pollution with the warmer waters in Summer, as well as some rips when the wind is howling.

blueNeckyJive - very nice surf 2 weeks ago. Wind was out of the west/northwest.25knots allnight. the swells were coming in in even sets from the old lighthouse about half way down the beach. Had a mellow swell shape to them 5-6feet.
